  1. Pension to the Retired Employees of Cultural Institutions
    The Director of Culture is the Pension sanctioning authority of various Cultural Institutions. Government has authorized the Director to withdraw sufficient money from the budget allocation with the concurrence of Finance Department, as per GO (MS) 38/07/CAD dtd.21.03.2007 for distribution of monthly pension. The pensioners from the following autonomous Cultural Institutions come under the Kerala Government Cultural Institutions Employees Pension Scheme.

    There are 296 pensioners/Family Pensioners receiving pension from this office at present. Pensionary benefits are sanctioned when their service particulars are received by this office with verification reports of the Local Fund Audit Department. Directorate distributes the monthly pension directly on the 5th, 6th and 7th working days of every month. Pensioners who reside outside Thiruvananthapuram District receive pension in the form of Demand Draft sent directly in their name. Three akademies, namely Kerala Sahitya Akademy, Kerala Sangeetha Nataka Akademy and Kerala Lalithakala Akademy situated at Thrissur, are served with employees’ pension in the form of demand drafts sent to the Secretaries concerned directly every month. The authorized officers distribute the pension on behalf of the Director, Directorate of Culture and obtain the receipts and sent them back to the Directorate. As per G.O.(Rt) 56/09/CAD dtd. 06.02.2009 Government has included the employees of Kerala State Chalachithra Akademy under the purview of the pension scheme.Government has also included 9 employees of Vasthu Vidhya Gurukulam who were appointed permenantly under the purview of the pension scheme vide G.O (MS) No.66/12/CAD dtd. 11.12.2012. However any application for pension has not been received here till date from the above institutions.


  2. Financial Assistance to diseased indigent Artists and Cultural activists for urgent medical treatment.

    The Department gives Financial Assistance to the diseased and destitute Artists and Cultural activists for urgent medical treatment.

  3. Non-Recurring Grant

    Non- Recurring Grant is a onetime payment fixed to cultural institutions once in 3 years for a specific purpose. It is sanctioned according to G.O(MS) No.23/99/CAD dated.01/06/1999. The Director of Culture is the controlling authority of the Head of  account of Non-Recurring Grant 2205-00-102-41 (P) and (NP). Non recurring grant is sanctioned by the timely orders of government.
